2026
Year One
Build the foundation
2026 is the year to establish the legal, institutional, and technical foundation of the plan. The highest-leverage interventions must move from concept to implementation. By year-end, they must be underway: legislation introduced or advancing, standards drafted, pilots launched, commitments secured, and coordination mechanisms operating.
2027
Year Two
Pilots into Operating Systems
2027 is the year the plan must move beyond promising starts. Systems launched in 2026 must become real operating capabilities: The goal is to move from standards to adoption, from pilots to functioning workflows, and from commitments to routine practice.
2028
Year Three
Scale and enforce
2028 is the scale year. Voluntary systems must become enforceable; local systems must become multinational; We need to turn promising pilots into durable preparedness infrastructure.
2029
Year Four
Achieve durable readiness
2029 is the readiness year. The right ideas are in motion and the system must be made to actually work under stress.
2030
Year Five
Maintain defensive advantage
The purpose of these first five years is to establish a durable global defensive architecture that continues to improve over time.
